HMO Licensing London 2026

The fines are rising to £40,000. Here is what London landlords need to know to pass inspections.

Managing private rented property across Greater London’s 32 boroughs is more tightly regulated than ever before. With the Renters' Rights Act now in force, and local councils escalating enforcement, failing to hold valid safety certificates does not just trigger hefty fines—it can invalidate landlord insurance and block you from serving a valid Section 8 possession notice.

1. The New EICR Rules

Every fixed electrical installation must be inspected by a qualified electrician every 5 years. Any C1, C2, or FI observations must be remedied within 28 days. Local authorities can impose civil penalties of up to £40,000 per property for non-compliance.

2. EPC Targets

Properties must have an EPC rating of at least Band E before being marketed or let. However, the government has confirmed a target requiring rental properties to achieve a minimum Band C by 2030.

3. HMO Licensing Expansion

HMO licensing is expanding. Beyond mandatory licensing (5+ people from 2+ households), many London boroughs have implemented Additional or Selective licensing schemes. Operating an unlicensed HMO can lead to civil penalties of up to £30,000 to £40,000.
